We would like to see the City adopt "Off-Leash" hours and /or full time dedicated pet exercise areas without fences at all or some of the City parks. The concept would be similar to San Francisco's or City of Chico's  park use policies. 

We are NOT advocating abandoning the leash laws all together.  We are NOT advocating walking dogs on city streets without leashes or allowing dogs to run-at-large through out the city. 

We ARE in favor of dog owners being responsible for the actions of their pets by leashing aggressive dogs and cleaning up after your pet.  We ARE in favor of designating special areas and/or times in some or all city parks to allow for dogs to play with their owners leash free. away from traffic and those persons who do not wish to be near dogs. 

We believe that dogs and people can peacefully use the parks in Palo Alto together and still maintain a safe and healthy recreational environment for all.
